Issue in Association not allowing to draw charger wire connection to my parking for Scooter charger

Sir,
Today morning I visited BESCOM Hulimavu with a written request and met the overseer and a senior officer regarding the NOC for installing a charging plug from my meter MCB to my parking slot. Both clearly mentioned that there is absolutely no issue if an electrician draws a 3-core 2.5 sq mm wire from my meter to the parking. They also confirmed that this is the standard practice followed in other apartments in this area and across Bengaluru.

If there is no provision at all in the regulations for issuing such an NOC, then logically no BESCOM office in Karnataka should be giving NOCs. But that is not the case. Therefore, I am unable to understand the reasoning behind the restriction being placed here. Asking a resident to draw a wire all the way from their flat on the 2nd floor to the basement is not only impractical and expensive, but also unnecessary.

My request is simple: to draw a proper, high-quality wire from my own MCB to my parking slot, with full compliance to safety protocols. This is the same method being followed in every other apartment. The current restriction seems illogical and is causing unnecessary hardship to the resident without a valid technical or regulatory basis. How do i solve the apartment secetery seems extremely admant
